say someone has a colored picture and they want to keep tha color of the shirt but turns tha rest of the picture black/white or sepia .

what program do i use and
can i have a tutorial from a website for it
or from you :)

and it works for me
but you have to go out and buy it.
i dont know of any that you can have a short easy tutorial for. but mine sure works.
