If all other websites are working on your computer, then its a problem with your webmail. Call whatever webmail provider you have(there should be a number on the website somewhere) and ask if they are having any problems with the webmail. If not, explain you'r problem to them, and they should be able to help you fix it. It's hard to tell what the problem is without a little more info.(your webmail provider, ect.), so just give them a call and they should be able to help you. If all other webpages aren't working on your computer, try a different computer. If it doesn't work on another computer, then it's deffinetly a problem with your webmail provider. Their page could be offline for a little while for updates and things like that.

Good luck!

well if you click on the icon on your desktop try to open up a new internet page and type in whatever your email is from, yahoo.com, msn.com, aol.com etc. then access your mail from there. if that doesnt work try using a diffrent computer.
