im not exactly sure what you are asking but i would do it at a very sanitary tatoo and piercing parlor
just ask around and see which is the most careful about cleaning supplies and stuff
when my sister got her cartlidge pierced, she went to a tatoo parlor and they wore srubs, golves, and everything.
but your dad has to be there for consent since you are not 18
