Are you referring to the song by that Dominican girl? I believe her name is Kat but I'm not sure of her last name.
Anyways, I'm actually not quite sure what it means. I'm guessing it could be sexual though because she infers it in the video and song.

Its actually "Wind it up!" if you're referring to Gwen Stefani's song. It's a sex reference of some sort. I haven't quite figured it out yet...
