How do I do this hairstyle?

How do you get hair like that? Scrunching is okay but different ideas are better.

besides scrunching your only other way is curlers.. I recommend ones that are long and have a wire that twists them

she has them in her hair in the pic

you can usually find them at like wal mart and they are fairly cheap.. they just take a while to get in your hair.. and practice because you have to get them in just right to get the right results
