Is every piece of clothing that is made out of only cotton going to shrink?
IS there any way to prevent this from happening, and does it matter if the water is hot or cold? I have a pair of shorts that's 100 % cotton, and I want to have minimal shrinking when I wash them, so what should I do?

If you don't want your shorts to shrink, instead of putting them in the dryer, hang them outside or hang them in your laundry room to dry. They won't shrink then. You should wash whites in warm water & let it dry by air. Basically, my advice is to avoid putting anything in the dryer if you don't want it to shrink.
