As for roses, it depends. If you want a really nice looking one, you'd have to check a florist and they are usually about $5 to $10. Cheaper roses can be sold at grocery stores, you know they have those cheap little bouquets, but a single white rose is probably rare in that case. However, a latex balloon[rubbery kind] is about $.50 for the balloon and expensive for the helium would be about $3 at a party store.
A rose could be anywhere from $5 to $10 depending on the perfection of the rose, date bought, and shortages in your area. I know that I've bought entire bouquets of imperfects of roses for $5 before.
