well it depends really. there's two things that could've happened.
1. he dry orgasmed. guys sometimes do that. he gets the feeling of an orgasm, but nothing comes out.
2. he didn't orgasm. guys only cum if they orgasm.
that's about all i can tell you, really. dry orgasms are somewhat normal, but what probably happened is that he just didn't orgasm.
