Your hair colour doesn't matter, so I wouldn't stress about that if I were you. Lauren Steil has totally lustworthy scenequeen hair, and she's a blonde.
I wouldn't advise you to get extensions. They cost a lot of money, and seem like they'd be a pain to take care of.
As far as the cut goes, tell your stylist that you'd like long sidebangs and a lot of short, messy layers. With my hair, my longest layer is a tiny bit past my shoulders, and the shortest layer in back would fall about a half inch under my ears. You could even print that picture out and tell her you like the way the girls fringe & the top part of her hair looks. A good stylist should be able to compromise and give you a shorter version of the same thing.
I'd suggest getting yourself some root volumizer and some water-based styling pomade. Both of those products work really well to give you the just-got-out-of-bed "emo" look. You can backcomb the roots of your hair as well, to give it more of a messy volumized look. Some de-frizz spray would be a good idea as well, so that your "messy" look will still look pretty and not frizzy. ]
Excuse me if this gets long, but for best organization of thoughts - I'm copy/pasting your question and answering it part by part.

It doesn't matter what color your hair is, really. So... why would it matter if your hair is blonde? It doesn't, really.
As for it being at your shoulders - you'd have to do a shorter version of that, or get extensions.
----
Then don't get extensions, but you won't be able to copy that girls hairstyle. You need to be pretty sure about what you want before you do something - if you aren't, you're really going to hate it when you're done. As for hair extensions - if you do get them, opt for the ones that you get done professionally. Home done extensions often look like trash. I've seen one too many extension disasters.
----
How does pink and purple have anything to do with "emo" hair. Basically, most of the time, "emo" hair is an accident. Too many cuts, enough pixie tipping... snorting coke. (Totally joking about the last one.)
But... I'm being serious when I say it's an accident.
----
It depends on your hair type, your willingness to style, style, style - you can't have "messy and completely beautiful" just magically within a haircut. It's a hair STYLE.
----
Anyway! Conclusion:
Look through magazines and websites, and find your own thing. You don't want to copy that girl's hair. It's not original, and without knowing how thick/thin coarse/soft her hair is, you'll never know if you're even able to do that kind of hairstyle.
(One of my friends has something similar, and she's trying to grow some of the layers out - she says it's "hell in a headlock." and that she "looks like David Bowie in Labyrinth on cocaine - only less blonde.")
Do something original!
(And I'm seriously not trying to knock emo hair, I have the worst example of it myself, as do many of my friends.) ]
