For the hair part, She has her hair layered in different sections, some being short some being long. The dying part is pretty easy. Depending on what hair color you have, Dye everything but your bangs black, and bleach your bangs.
If you don't plan on doing this all yourself, a simpler solution would to just print that picture out if possible and take it up to wherever professional place you're deciding to get this done, I'm sure they'll know exactly what to do.

The makeup part is deep gray or black powder on your eyelids and on the eye brim as well as under the eye, use a thin brush for the under eye part. I can also tell there's very heavy eyeliner involved. The white lashes are most likely fake, and if they're not, you can buy colored mascara and just curl them to make them bigger.
