Flirt with him, when you go places w/ him in a group (if you do that), always be the one next to him, dont be obsessive about it, but be nice to him, toss your hair, smile, etc.

Well..
-smile at him
-look at him
-make small talk with him

and that kind of stuff. If it comes to the worst, just tell him how you feel. It may be scary at first, but you'll feel way better. And who knows? Maybe he likes you, even though he doesn't pay attention to you? Some guys hide theire feelings, im pretty sure.
