japanese symbols

I'm really interested in Japanese and anything to do with Japan and stuff. Anyways, whenever I try to view a website in Japanese the words show up as question marks, like this: ??? ????? ??

I guess my question is- how do I get the japanese symbols to show up on my computer? I'm guessing its because my computer was made in the US (I think). Its a dell and it has windows xp.
So is there any way I can get them to show up? Like, a special font I need to download or something?

Go to start>control panel. Switch to classic view, if it isn't there already(option is on the left). Open "regional and language settings". Go to "languages" tab. Click the bottom checkmark. Click ok twice. It'll ask your for your install disk; put it in and click "ok". Restart the computer and you're done.

If you don't have your install disk(recovery disk won't work); call up your computer manufacturer and demand they give you one, it should have come with your computer.
