You can try gesturing that you're interested in having him touch your breasts when you two are making out. When you two start getting passionate, you can simply take his hand and lay it underneath your shirt- he should get the point and take it from there. After, you can make it clear to him that you aren't ready for anything else.But make sure not to get too caught up in the moment, since you pointed out that you don't want to go farther. Since you've been together for a long time, it shouldn't be difficult for you to communicate that to him. You can let him know that you like to do that from time to time, but are simply not ready to do anything below the belt.
Another thing you can do is talk to him about it before actually taking things further. You can casually bring it up with him- and let him know where you stand about the issue. You really like him, and would like to take things a little further, but not too far.
