Generally (from my perspective and experience anyway) there is little to no difference at all.
There are a lot of various condoms available that will feel different. For example a lot of males would complain how a condom made sex less sensitive so they wouldn't feel much when having sex (useful for any guys who feel they don't last long during sex) and would be their excuse to not use one. There are also the ultra thin ones which made sex more sensitive and felt almost no different than to having sex without one.
The only major difference I think is knowing that you won't risk getting the girl pregnant and for both parties, knowing you are protected (from std's). In conclusion, I'd say there is little to no difference at all. Just some guys are too lazy or impatient to use one.
