I have definietly been in this situation. I say defintiely let someone no, and see how the girls feels. If you get good feed back it will only motivate u to talk to her more. Girls like it when you approach them in the hallways, or start conversations with them. Also hang out wiht her one on one outside of school, when a guy takes control of the situation and shows interest, girls like it.

When a friendship is young, don't kill it with feeling.
Meaning: get to know her first before you even try and make a move on her. It's pointless to let a friendship die young because on person got "feelings" for the other and said so. I'm not saying for you to not tell her, I'm just saying to wait.
Atleast get to be a "good" friend of hers before you bring up anything like that. Right now you're just asking for rejection if you reveal anything now.
