Well, since he's the new guy in school, I'm sure he's looking for some support. Why not go ask how he likes it at the school? See if he wants to know where the good places are to hang out around town. Invite him out with you and your friends so he can meet some new people.

Your confidence will attract him to you and he'll be greatful that you're helping him out.

As for the whole thug thing, ask him about what kind of music he likes. Then tell him you were looking to spice up your CD collection and ask him to go to the CD store with you to help you pick some things out. It's the perfect to get to know what kinds of things he's really into.

well i would say one thing is for sure, dont try and pretend to be any different to what you are, as i am sure he gets that from girls all the time and something original might be more up his street.
personally being a confident person i would just go talk to him. just say hi, your new arnt you? so how do you like things so far? etc etc, just be kinda nosey without getting personal. find out what he used to like to do at home then make an offer of something you could do with him that he might like. some party, or hang out with your mates on a friday night or something. try to get him into your social life!
good luck with it though, i remember chasing after guys like that and you either realise they are totally different to what you thought, or better! dont get too hung up or he;l just mess you around and hang you by a string!
