Actually, girls get it too. It's called "bedroom" eyes. We just don't notice it as much when other females have the look because most of us don't care.
For guys, it's another signal to tell you they're interested. Animal instinct and all that.

haha lol!! i have noticed! it happens because they can only focus on what they want to do, and while trying to hide it and making their face look normal, they're really making it obvious to everyone else that they want on!! lol, hope i helped,
