I had to do this last year, so I really do know what I'm talking about.
One of the best ways to go about it is like this:
start off with an anecdote; a funny or sweet story about you and her. If you don't have any, share an anecdote of hers that she will find humorous. Go on to saying how proud you are of her fantastic junior high career, and how you know she will thrive in high school. Wish her luck, and tell her that you're there for her if she needs help with anything. Lastly, tell her something along the lines of "I'm sure [insert school name here] is so happy to have you" or "I cannot wait to hear about your high school experiences."

Good luck writing it!
