I have this guy friend that I have a major crush on. I have a few classes with him, and whenever there's a group project, he picks me as his partner, but I'm really smart and kind of anal retentive when it comes to my grades, so maybe that's why. Today I was wearing a low-cut shirt and we were working together and he passed me a note saying 'excuse the crudeness but could you pull up your shirt? I find it hard to work with boobs to look at" so I pulled up my shirt even though I had worn it just so he would look at my chest. a few minutes later he made a comment about distractions helping him think if it was something he liked. I'm a little confused by the situation.

I think he was hinting that it would've been fine if he liked what he was seeing. The fact that your shirt was down was distracing because basically no guy can keep from looking when they're right there. Not really cause he like you. So, i don't think he's into you.
