A good eyeliner for this look, would be Victoria's Secret Very Sexy Eyeliner in Dark Chocolate. But, if you do not have a local Victoria's Secret or would rather have something you can find at your local drugstore or Wal-Mart, I recommend CoverGirl Outlast Smoothwear Eyeliner in Smoke. Both of these eyeliner are long-lasting, they actually last throughout the whole day. And they're smudge resistant!
After applying your eyeliner, apply your shadow. I recommend, Maybelline Expert Wear Single Shadows in Night Sky -- it's a really good one. And just to let you know, if you rather soften the look at bit, you could always use a dark brown, instead of a black.
Okay, after you have applied your shadow, you'll need a good coat or two of mascara (no more than two). A very nice mascara is Maybelline XXL Volume + Length Microfiber Mascara. It's a two-in-one mascara, one part is adding the length and nourishing your lashes. The other part is to add the volume/thickness to your lashes.
After you've done all of these things, you should have your Lohan, look. Good luck!
