Some girls think they know guys, but really, they most likely don't. He might just be thinking that you would be really cool to have a friend. If he starts neglecting his girlfriend for you, then it'll become a problem.
If he has a girlfriend, you should leave him alone. If he gives you signs of affection, don't push him away or anything, just let him but don't return them. If Bob asks you out (while he is still with this girlfriend of his), say no. If he dumps this girl for you and then asks you, I'd say no, because there's a lot of chance that he'd abandon you for other girls as well. But that decision is really yours... but you shouldn't really worry about that because he didn't even ask you out yet. =)
