Many many people are allegeric to nickel (a type of metal) and therefore, you are reacting with the metal buckle of the belt. Or the metal button the jeans. You can paint over it with 3 coats of clear nailpolish, but you have to do that everytime before you wear the jeans. Or you could sew a patch over the button, tuck a shirt into your pants or something along those lines.
Even if you aren't allergic to nickel (or another type of metal) the nailpolish or fabric patch should help you.
You should see a doctor to treat the itchy area. He/she will prescribed a cream from the drugstore which will help you deal with outbreaks.
