Hmm thats a toughie. If he has a girlfriend then he is obviously not commited to either of you at the moment. He seems like hes not commited to either one of you. If hes telling you that he like you then he isnt faitful to his girlfriend. And if he is not breaking up with his girlfriend then he is no commited to you. I would suggest talking to him. Ask him if he is going to break up with his girlfriend soon. If he says yes then, wait for him to do so and then make your move. If he says no, then move on, hes not worth your time.
