1. Putting your pictures on the internet anytime is never 100% safe. It's not as un-safe as putting your address or phone number, but once something is on the internet who knows who will be able to see it.
2. It's probably not a scam unless it's asking for your money or your credit card number etc.

Myheritage.com has a face recognition program. Its safe, no scam, just fun. I couldn't tell you about any other websites because I personally have only used my heritage. =)
