we decided to split the cost. i dont kno what i would be more scared of my parents or teh police! i dont think his friend would tell... hes not really like that. but they were pretty mad at him they cant rele like ground him or anything since he doesnt live here but they were pretty pissed esspecially since it was my car. it was about a month ago...

Depending on how much it was, I think you should try to cover most of it, especially if he ends up taking the blame for you. Would they be more upset if you wrecked the car instead of him? If you let your brother take the blame, at least you'll get to drive again, but maybe you should be more careful in the future (maybe take a driving class lol). However, it could work out for the best if you go ahead and confess to everything. It's really up to you. Which do you hate more, telling your parents, or letting your brother take the blame for you? Maybe he knows what he's doing by taking the blame, or maybe he's just looking out for you, but really in the long run, it's up to you what you do. Just think long and hard about it.
