1) I have a widow's hump (which is like the top of my spine sticking out of the back of my neck), short hair just under my ears, a wide frame and alot of loose fat on my back, sides, face, neck tummy and legs (so pretty much everywhere), I DON'T KNOW WHAT TO WEAR THAT I AM COMFY IN THAT ISN'T TOO EXPENSIVE!
2) For the past few months i have found myself really depressed/hyper and up and down with my mood, i am usually a quiet person but i am getting really mouthy and big-headed lately, especially with my teachers. I don't know whether it is because i have one short period flow every third month or whether i am actually depressive.

OK look, don't sit there and start thinking bout your bad points. Don't brood over it. DO SOMETHING BOUT IT. If you don't like your hair the way it is, grow it out, let it grow long. Don't start counting the number of fats you have and start tearing your hair out. FIND the solution to it.
There IS definitely affordable clothes that you can wear. You can wear collar shirt and polo tees. If you have a wide frame, try to wear darker colours. Get jeans to make yourself look slimmer.
As for your mood swings, learn to control your temper. Everytime you lose your temper, do you realise that you actually feel embarrassed bout it later on? Respect your teachers. Be patient while handling matters. Do things one step at a time. Make the best of the situations thrown at you. Don't sit down there and think that the world's against you. Think bout happy things, happy memories. Learn to be optimistic. Don't sink down into depression cos seriously, it's no point dwelling over unhappy stuff. Why stress yourself and make yourself so upset?

for #2 if you think you may be depressive talk to a counseler or someone you trust. if you find out your not depressive and its the short period flow. try to control yourself. you might mess up your relationships with other people.
