Generally I agree with the answer below. However, high on what? If you mean weed then the chance is 0% unless you were going to sleep with them anyway. No way does weed hamper your judgment in that way.
Now if you meant other drugs then that might change the percentage a bit. However, as far as I have seen, it would still be pretty low for most of them.
You would have a better chance of making a blunder like that drunk rather than high.

Its very slim. When people get high they still know what is going on. People that say otherwise are LYING. Although, some people told me that weed makes them horny. But, either way people still know what they are doing!
