Photoshop Elements 4.0

I just bout Adobe Photoshop Elements 4.0 and it is very confusing, considering I don't have too much experience with computers. Can anyone help me - I have a picture here of myself with a lime green shirt, I would like to make everything black and white except my shirt. Can I do this on this program, and if so how? I've looked through the manual but it's not helping. Thanks.

there is a paintbrush you can use, and it goes around and makes certain areas balck and white if you drag over it
