well, to be a level I moderator, it doesn't matter [juss depends on a few things]. you do that yourself. to be a level II or higher, it depends on when moderators are needed. for example, if a few decide not to participate with the site or don't want to be a level II moderator or higher, a new one will be picked. maybe if there's an overload of questions & they need more help, others will be picked. so you can't really say this is how many people get turned into a moderator.
