If you're talking about going from, like, a conversation to getting physical, look the girl into the eye and smile. It's all about talking with your eyes.
If you're talking about kissing or making out into something else, such as going up her shirt or something, hint towards it by playing with the bottom of her shirt or touching her stomache. If she pulls away, than don't continue to do it. However, if she gives you welcoming vibes, go for it.
