Yes there is a way to make them bigger~breast implants. That's it. Don't think because you take a pill, or eat a certain food your boobs will just magically grow. It dont work that way. Take a look at your mom's rack, more than likely yours will resemble her's. If a guy get's weirded out about your boobs-or lack there of, then he is a jerk. There is nothing wrong with being smaller chested...Sh*t, wish I was.

ahhh the classic female false advertising. look tiny boobs don't mean you can't have sex. tiny boobs don't put you in any less capable a position. and just cause they're small doesn't mean you aren't hot in your own right. everyone is different and your tits don't make you prettier it's who you are and how you act. so don't worry about it.
now as for the fact that he thinks you have bigger boobs when you're just wearing a pushup bra why does that matter? i mean when the lights go out and you start going at it he's not going to be thinking about your tits. hell any time i've been with a girl and we're in the heat of the moment i don't care how big or small her tits are. i care about pleasing her so she doesn't walk away unfulfilled. your boobs are the least of your concerns. don't worry about em, worry about not getting pregnant or anything like that.
