Well, I personally believe that there are no "leagues" or whatever (Like, "he's out of my league"). If you like him, talk to him. Position yourself in the hall sometime so you're walking with him, or near him, and strike up a conversation. Talk to him about the weather, how crowded the halls are - if he's carrying books, ask him how those classes are going, or whatever.
Use things to talk to him.
You don't have to be part of their group. BUT you do have to be confident. Confidence is sexy. Know you're cute and use it.
What should you do?
You should talk to him more and be more confident.
