"Regina sine labe originali concepta". This last invocation was originally granted by Pius IX to the Bishop of Mechlin in 1846, and, after the definition of the Immaculate Conception (1854), the congregation by various rescripts authorized many dioceses to make a like addition, so that in a short time it became the universal practice.
