i just answered this question for someone else. so i will copy and paste. you need animation shop 3. you can download the free trial from jasc.com and it will work for 2 months. but you can change your computer clock back and it will still work. i've been using the "2 month free trial" for a year. once you download and install, if you want to make an icon, click new and change it to 48 by 48. there you go. i'm sure you can figure out the rest. :]

okay...go to www.iconator.com if you want to find a hott icon...or you can go to www.iconfun.com if you want to make one..also..on the right side of the screen on www.iconfun.com it has other icon websites..good luck!!!!
