Tori amos-Cruel video

I saw the Tori Amos anime video of Cruel. Before I go on complaining about how I can't seem to understand the video, I would first like to ask if the cartoon was drawn especially for Tori's song or if it is an individual cartoon, with known characters and the story of an episode was somehow cut and rebuilt on Tori's song...

Great song. Honestly, it could go either way. some people really like a song and make an anime for it, others just think it kind of fits with the song and put the two together. I reallyc ouldn't tell you for sure though...sorry
