well well well well .. i like this boy and im not sure if he likes me back. but my friend kind of liked him a couple weeks ago, but doesnt anymore. And i dont know what i should do because i dont know if she will get mad that i like him and we start talking?

Well bring up in random conversation and ask her who she likes and see what she says, if its not him then squeeze him in there and say you`d wanna start talking to him if that was alright with her, FRIENDSHIP COMES FIRST ALWAYS and i really hope you believe in that. If she says its fine then start talking to him, and shes not alright with it then maybe wait it out just a little bit longer til she gets over it.
