You should tell him you like him. Then he won't be so scared to ask you out. You could also ask him out. Many guys like it when girls make the first moves.

You really want to know? By asking him out already!!! Who says girls can't do that? Ask him to a movie and say that you want to do that as more than friends. I'm serious, it might work! And if something goes wrong and he says no, things will be awkward. I can tell you that right off the bat. After you get really tired of the awkwardness (trust me, you will) tell him how awkward it was and say that you should just forget it ever happened. Easy as that.
