photoshop is what most people use. U can creat icons/avatars on there. If not you can try on paint. and then upload the one that you have made onto [Link](Mouse over link to see full location) where u can get the code or link to add it in your blog. If you're trying to make animated one, i can't really help you with that. but Good luck!!
