ok i have this weird fetish with pulling peoples hair...wheb i waas little i would always get in trouble. but really io couldnt help it...even now it still sticks with me i dont have many freinds because i guess im ''weird'' but im really not i just like pulling peoples hair.....is that a crime

It's not so much because you're weird or anything. But not everyone likes having their hair pulled as it hurts. I would suggest that you keep yourself from pulling peoples hair unless it is something they enjoy. Everyone has a fetish of sorts. Some are more extreme, as some are very subtle. Perhaps you could find yourself a companion/mate who enjoys having their hair pulled and let it out on that person.
