there is this guy at school who has feelings for me and he likes me.I don't like him eventhough he game me a valentne's card on valentine's day and i had no feelings for him.now i want to dump him without hurting his feelings and making him heart broken.How should i do that?

When someone likes you, there's no way you can dump them without hurting them. Is this a dump or a rejection? Either way, just tell him the truth. If you try to cushion the blow by not being honest, he probably won't understand and he might continue to pursue you.
He'll be hurt, but that's unavoidable. At least this way there's no misunderstandings.
