Because they're on the approval page for moderators to approve or delete. If any of the L2's or 3's have lives and can't get to the approval page within 3 hours of the time the question was asked it'll be automatically approved. That does tend to happen sometimes becaues you can't expect us not to have lives :-P
Okay, well there are still 2 more pages worth of questions to approve so I'm just going to end this now!
