ok, i dont think the fact that you arent a virgin is whats holding yall back at all. unless he is a virgin and hes just scared. i would have to say that if thats not it, then it is because of his gf. most guys are like that, they flirt with everyone, wether or not theyre in a relationship doesnt matter. he might really really like her, and even though he tells you he wants to do you, it doesnt mean he actually likes you. maybe he thinks hes not good enough for you, maybe he thinks hes too good for you. maybe hes afraid his gf will find out or maybe hes afraid he might actually start liking you and hell hurt his gf. theres so many things it could be, i think that you should bring it up to him somehow and talk about it with him. sorry i couldnt be more help
