i think wHAT it means is he doesnt know what to say back..he was worried just like you were with his email..maybe hes afraid if he says something like "i always think about u before i go to bed..and i miss u so much.." that maybee you'll think its stupid..tell your sister to talk to him aboout how much you miss him.
the other reason might be because he might not like you and he doesnt want to word it in a way he will regret...its hard to know what hes thinking unless you talk to him
