do I need a parent permition to take my girlfriend to a clinic to get a birth control patch or pills.

I don't think so. You can take her to the health department. She will need to share some of her family history/medical history, which isn't a big deal.
Please remember two things: no birth control is 100% and you still need a condom even if she is on birth control. So plan ahead (which you are on the right track).
