He may be a little a little shy to do more. You may need to make the first move. Start becoming a little more cozy with him, kis him on the cheeck, and stuff like that. This may make him open up a little more to you. If he still is a little closed to you should tell him how you feel about this. Mainly that you both always agree to do more but it never happens. However, don't try to plan when you guys will kiss and such. That will make it feel fake and the relationship will get colder and colder.
