It's the nice way of saying I really don't want to date you because I don't like you, I've just been trying to be nice by saying that I do (harsh but true). The way to tell which one is this, if you are really close friends and have known eachother for a while and YOU also wouldnt want anything to come between you guys, then it's probably number 1. On the other hand, if you just met him recently and are okay friends and he doesnt really treat you that well, but he's nice to you when it is just you and him, it's probably number 2.
