THey stand for multiple things...states, hobbies, you get it. Like FH would be field hockey or FL would be florida

in the millitary those stickers were given out to people who drove there own cars on overseas bases, variouse letters represented varioue bases. however now you can buy them a novelty stores, but they still represent a certain place in a country.
