Im 20 shes 19 and we live 4 hours apart but shes going to be in PSU next year in college so i should see her then.

I would meet the father before you move. Otherwise you run the risk of him never taking you seriously. Make the effort to see her & her family. If only for a 1 day visit. Maybe a dinner out. Show her father that you are serious about being with his daughter.
I married my husband after meeting him long-distance. I this is something you both truly want, nothing can stop it from happening.
