Why is it that when u like someone and u wanna tell them but u have known them for so long that u two are good good friends but u wanna take it more than that...how do u go about and confront her about how u feel...and what if u get turned down???

The way I do it is I would confront the person calmly, explaining "you know we've been friends for a long time, and I have feelings for you way beyond our friendship, but I am afraid that if you don't feel the same way about this, we can just stay friends". If you get turned down you should just understand the fact that this person has been friends with you for a while and may not want the romantic type of relationship. Good Luck!
