A hover link is a link that when your mouse goes over it it changes in one way or another. For example, on this site, the top menu options are white when you look at them, but when you point at them or go over them with your mouse cursor it turns a pale yellow color. This would be the most basic element to use when using a hover link.

Some other effects would be, for example, the left hand menu of this site. See how it's black when you just look at it, but when you mouse over the link it not only changes color, but is underlined. You can also change the background color of the link when you mouse over. The only way I know how to make hover effects is by using CSS, but if there's anyone else out there with information how to do it differently, I myself would be willing the learn.

And, just as an after thought, if you are using IE (internet explorer) you can change the hover link colors by going to: Tools-->Internet Options-->In the Internet Options dialog box: General tab-->Colors button-->Click the Use hover color check box-->Click the Hover button-->In the Color dialog box, under Basiccolors: Click the color you want-->Click OK-->Click OK twice.
